Licensure Requirements

All the occupations related to the nursing industry require a licensure along with the academic qualification. Those who are employed in the healthcare field, such as doctors or nurses, need to do their jobs in a responsible manner. A licensure is the document that affirms the skills and knowledge of these professionals. LPN license can be attained by passing the NCLEX-PN licensure test or by endorsement. The aspirants of practical nursing must also submit the Criminal Background Check Report and fingerprint report.

Licensure by Examination

1. Educated in the State

The candidates who have completed their nursing education from a state-approved college in Illinois should follow the below-given procedure to attain the license by examination.

  • The candidate should register online at www.continentaltesting.net. The fee should be paid through a credit card.
  • In case the candidates are not applying online, they must submit the form and documents to:

  • The fee can be paid by personal check, certified check or a money order payable to "Continental Testing Services, Inc." A separate examination registration fee has to be paid at the time of registration.
  • The application remains valid for a duration of three years from the date of registration. If the licensure process is not completed within three years, the application would be dismissed. Then, the applicant would be required to register and deposit the fee again.

2. Educated Outside the State

If you are educated from a state other than Illinois and want to gain licensure in the state, you need to pass the NCLEX examination. Such candidates need to follow a different procedure than that of in-state applicants –

  • First of all, you need to fill the form for licensure by exam.
  • Supporting document CCA must be completely filled and submitted with the application form. Your application will remain unprocessed if this form is not completed.
  • Another form, named as Certificate of Education (ED-NUR) form, is also required to be submitted to the Board. It must be properly signed by the Dean and affixed with the seal of the college. This proves your education from an accredited nursing school program or establishes that you have obtained a certificate of completion of the LPN course from any other US jurisdiction. Instead of this, you can also submit official transcripts with school fee affixed to it.
  • Also, you need to submit the application fee.

3. Educated Outside the Country

Applicants who want to gain licensure in Illinois, but are educated outside the country or one of its territories need to submit the following documents –

  • Completely filled application form of licensure by examination.
  • Supporting Document CCA also needs to be completed and submitted with the application; otherwise, your application will not be processed.
  • Candidates also need to submit a credentials evaluation report of their nursing education program provided by one of the following approved credentials services:
    • Commission on Graduates of Foreign Nursing Schools (CGFNS) Credentials Evaluation Service (CES). The report is the Healthcare Profession & Science Course-by-Course Report. The Division can get the credentials evaluation report from the website of CGFNS, once it becomes available there.

Moreover, if your first language is not English, you need to provide certification of clearance of the Test of English as a Foreign Language (TOEFL), or the International English Language Testing System (IELTS).

Licensure by Endorsement

If you are licensed in some other state of the United States, but want to work as a legal practical nurse in Illinois, you need to apply for licensure by endorsement. For this, you ought to fulfill the following requirements:

  • Submit an application for licensure along with fees at the below-given address. The candidates can pay the fee by check or money order payable to the "Department of Financial and Professional Regulation."

A candidate educated in a state other than Illinois needs to fulfill some other requirements along with those mentioned above. These are as follows:

  • The candidates should also submit the ED-NUR form (a certificate of education), or the copy of the certificate of completion. Dean or director should sign the form and affix a seal that indicates the person is graduated from a specific state-approved college and possesses a certificate in the course.

OR
The candidate can also submit the official transcripts of the course with school seal.

  • CT-NUR Form (Verification of Licensing Agency/Board)- Submit verification of licensure from the state where you were originally licensed. Along with this, submit verification of the current state of licensure and any jurisdiction in which, you have practiced in the last 5 years.

International LPNs

Those candidates who have completed the LPN program from a state that is outside the US must fulfill the following additional requirements-

  • A Credentials Evaluation Report of the nursing education received by the candidate from one of the following agencies.

Temporary Permit

All the candidates who hold an active license in any other US state can get a temporary permit in Illinois until the time; a permanent license is not issued to them. For this, the candidates should deposit an additional fee of $25 along with the fee for endorsement. The temporary permit is issued after the Board receives the application for licensure, fees, TP-NUR form, copies of the current licensure, a proof of fingerprint or a completed OOS-FP form (if the fingerprints are taken outside Illinois). The temporary permit remains valid for 6 months.

License Restoration

  • If the license has expired for five years or less, the license can be restored by payment of $50.
  • If the license is put on inactive status for 5 years or less, it can be restored by paying $40.
  • If the license has got lapsed or is in inactive status for more than five years, submit the below-mentioned documents to the Illinois Department of Financial and Professional Regulation, along with a fee of $40. In the case of an expired license, the fee charged would be $250.
    • The candidate should fill the application form for license renewal and submit it along with the supporting document CCA.
    • CT-NUR Form (Verification of Licensing Agency/Board)- The form is the certification of the nursing practice in another state.
    • VE-Form (Verification of Employment/Experience)- The candidates are required to submit the verification of active practice in the past five years; otherwise, they will have to sit for the licensure test (NCLEX-PN). The candidates should apply directly to the Illinois Board of Nursing. After the application has been reviewed and evaluated by the department, the Board would notify the candidates about the examination.
    • Submit a copy of DD-214 if the license is restored after an active military service.
    • An evidence of completion of 20 hours of continuing education in the past 24 months. If the candidate has completed independent study courses like articles from journals or a home study program that has been approved for CE credits by an approved CE sponsor, they will be considered eligible for the re-licensure application.
    • If the candidate has applied for license restoration after 2 years of discharge from the military service, fulfilling the provisions of section 55-10 of the act, s/he should pay only the renewal fee of $40.

Illinois Nursing License Renewal
